I am getting this on every channel I watch and it happens every 10 minutes.  I have the best cable at 400MPS and this seems to get worst.  I have rebooted all my ROKU and still to this day, this happens daily.  I am over this.  ROKU find an update to fix this.  Or send me something new for free.  This is not fair.

You said "every channel I watch" but when I search for the code on the Internet I see Spectrum again and again.  Does this also happen to you outside the spectrum app?

Yes, I realized that it is not ROKU at fault.  I decided to play around with my Roku and watched "Roku Channel" and found a show to watch and decided to watch that show.  I had no problem.  It never flinched or anything, it was perfect all afternoon.  So, it is Spectrum that is a problem.  Thank you for your answer.  Now I know it is not ROKU.
