Setting up wireless network

I am trying to do the dorm connect, I have completed steps 1-3.  However I do not understand what it means when it says launch and browser on your smartphone to enter the required information.  I just want to connect to the wifi so I can watch some TV.

Did you connect your phone to the DIRECT-roku-xxxx network?  Once connected, open your browser on your phone (Safari if you use Apple) and follow any instructions on your phone.  Different schools use different methods to connect to their network, so post again if it doesn't work.
