Your Express only sees a 2.4 GHz wifi network. If you've assured your router is operating in the 2.4 GHz band, also make sure it is operating on a channel from 1-11 as are supported In North America. Channels 12-14 as are supported in some other regions cannot be seen by Rokus. Also if the router supports channels above 11 and is configured with an auto-channel settling, be sure the auto setting is turned off in the router.
