Alot of cable and internet providers have throttle down the system in the past few weeks and you might want to contact your provider because when they fixed the issues with all the wet weather they might have to update your system, also they don't like it when you're streaming so they throttle it down on purpose which is against the federal communications commission rules, make sure they credit your Bill for it and they will fix it rather quickly, I had the same issues and contacted spectrum cable and littery yelled at them and told them I was going to notify the federal trade commission and within 5 minutes it was working
I have Roku 2 premieres and a Roku tv. I have tried rebooting router, and Roku, all the steps that you have mentioned. All other devices in the home are connecting fine. Just not the Rokus

Furthermore, please be advised that your Roku Premieres are only compatible with wireless b/g/n networks on the 2.4 GHz spectrum. Ensure that your router is broadcasting a 2.4GHz Wi-Fi network for the device to connect to.
You can also try configuring your router and use wireless channels 1, 6, or 11 which are the preferred channels in North America. Each time you change the wireless channel, you will likely need to apply/save changes before you are prompted to restart the router.
