I'm at a dorm and every time I try to connect my wifi to school using my phone is saying "web authorization id disabled. Please contact the administrator for assistance". I even restarted the wifi connection

I agree. That's what they mean by "contact administrator". There's a good chance they will want your Roku's MAC number to enable your connection, so you might want to get this ahead of time via Settings > Network > About.

If you are already trying that and it's not working as expected, getting "contact admin" messages, do what @renojim and @makaiguy said, get in touch with your school IT department.

I am trying to connect my Roku tv to my dorm wifi and I always get to connecting to the DIRECT-Roku-****** but then when it asks me to enter a password for that on my phone I’m not sure what password it’s asking for. Is it asking for my Roku account password or the wifi I am trying to use password?

Have you already activated your Roku device? The Hotel & Dorm Connect feature on the Roku device will only work if the device has already been activated.
