Remote app cant find tv after I turn tv off.

I have an galaxy note 8. My phone app works great after restarting the tv but I cant find it before that (on or off). The physical remote works all the time so I assume it's a wifi connection being dropped (but I always have internet).

Edit: I just tested turning it on and off and it works so I assume the problem is actually deep sleep mode.

What I have done:

 

Put it into Fast TV start

Gave it a static IP on private network

Connected wifi to 5Ghz instead of 2.4

Try to enable "Fast TV start" somewhere under Settings->Power and see if it makes a difference.

I already did that. I just made an edit with more/corrected info and what I have tried. (Should of done that in the first place)
