I can have up to 256meg but my roku premier is only receiving 36meg despite it being less than 30cm away from the network router? Anyone have any suggestions?

Originally my Express was getting 8-10mbs but I changed the channel on the router and got it up to 20-22mps. That didn't change anything I could see because typical HD streaming needs about 5mbps. (Though if you do 4K, you might want more like 25mbps.) Generally, I think it's pretty well understood that Rokus don't (and weren't designed to) set network benchmark records. Their networking is just meant to be fast enough for their main tasks of streaming TV.
That said you could try changing channels. No guarantees of course.

Although generally best for streaming on the 2.4ghz band with the 20mhz bandwidth, you can change this setting to the narrower 40mhz bandwidth if you need to transfer data faster.
Problem though is more likelihood of channel interference and less channels available to select from.
Increased chances for more disconnections and difficulty in re-establishing network connections with wireless devices at 40mhz on some routers.
