More description of "nothing" might help. One potential issue is that many phones/hotspots come with data limitations or "unlimited" data that slows to a crawl when you hit some "unlimited limit". Hotspots are sometimes more limited than the data plan of the phone itself. And of course, the hotspot in the phone needs to be on. And if you have a 2.4GHz-only Roku, the hotspot has to be on that band.
