If your RokuTV has already been setup and you lost/broke remote, then the three options are to...
1. use the official Roku Mobile App available in Play Store/Apple Store (remote feature)
2. Purchase a universal streaming remote compatible with Roku or RokuTV. (even cheap ones work)
3. Purchase a replacement Roku Remote for your TV. (Best Buy, Walmart, Target or from Roku directly https://www.roku.com/products/accessories/roku-voice-remote-pro or https://www.roku.com/products/accessories/roku-tv
If you have not set up your RokuTV, option 3 is easiest and more full-featured (voice control) , although option 2 should also work (likely without voice control). Cannot use option 1 to set up new device or a factory-reset device.
Can't use a Roku device or RokuTV without some sort of remote control in some form.
