You can't use the app (and the Roku doesn't have an IP address) until it's connected to your network, so if you're trying to use the app to accomplish that it's not possible. If you have a little box that connects to your TV with an HDMI cable you can get a cheap universal remote that supports Roku devices. If it's a stick that plugs directly into the TV then you'll need a Roku voice remote.
And if you're trying to find your Roku on the app and it's not appearing, and the Roku is already connected to the network, chances are your network is blocking access between your phone and the Roku. Many wireless networks have a security setting enabled that blocks connected devices from seeing other devices on the network.
As to how to see your Roku IP address, just go to Settings/Network/About. But as @renojim mentioned, it won't show anything if it's not already connected to the network. You can't use a static IP address on a Roku, so it has to connect to the network to be assigned an IP address.
