While setting up my Roku as I have done since Jan 21st. I completed the normal process. When connecting to the DIRECT-roku I found it signal was locked and I am unable to select it. Is this a issue with the roku or my phone? I attached a screen shot
The lock just means that it requires a password (that should have been displayed when you selected hotel/dorm during the network setup on your Roku).

@Debra64- a few questons:
What phone do you have?
What happens when you click on the DIRECT-Roku link?
What is the exact wording of any error message you receive?
Have you tried turning the phone's WiFi off and back on?
Similarly, sometimes WiFi problems on a phone can be fixed by going into and out of Airplane Mode.
