All versions of the Express (except for the 4K version) are single band, so can only see a 2.4 GHz connection. So if the WiFi point you're trying to connect to is only using 5 GHz, it won't be seen. You would need to log into those access points to confirm the 2.4 GHz radio is enabled.
The next thing to check is also done on the access points. On 2.4 GHz, Roku devices will only see it if the channel is set between 1 and 11. If it's on channel 12, 13 or 14, it again will not be visible to the Roku. The same applies to your hotspot.
