I am having the same issue with mine. Our apartment complex has constant drops because of some contract with the ISP where the property is to maintain all the coax and it's not even RG6 so every time internet drops, the TV has to be restarted to get it to connect again. It's annoying. It should allow an "offline mode". I have a Plex server and the Plex app on the TV has the option for 2 manually specified local IP addresses for local playback, well, when the Roku kicks the network for no internet, Plex can connect to the server anymore because it's not on the network. Seems like "Smart Device(s)" is kind of a misnomer.

Are you using a Roku? Or Roku tv? 

I am simply using a Roku. It is not connected to the Wi-Fi in my house as my wi fi is simply a mesh device. It does provide an ip address though. 

when the Roku is not connected I can still open the Plex app. When I do, it tells me there is no internet connection and so I want to proceed anyway. The Plex app will then open in offline mode. I open the settings menu in the Plex app and go to manual connections. Type in the ip address of the Plex server that IS connected to that Wi-Fi signal.  It takes a few minutes but it then connects to the server. 

if I look at my deco app on my phone while doing this. It shows that my Roku did in fact connect to that Wi-Fi signal.  But does not show in the settings on the actual Roku device. 

so while your internet is working. Both the Roku and the Plex app must be connected to the same Wi-Fi signal. Then when it crashes it will work. 

there are actually videos on YouTube where a guy renames his Wi-Fi mesh device in his camper to be exactly the same as his router at home. He then starts up the tv at home where there is internet access, So when he goes outside of internet access the tv will still start up and operate using the same Wi-Fi mesh device in his trailer that has the same name and credentials as his router at home.  

that is what I am doing right this minute. Watching a movie using a Roku device and the Plex app without internet access.

Open that Plex app. 

it should tell you there is no internet connection. And give the option to proceed anyway. Choose proceed anyway. Put the ip address in the space for manual connection and wait. It will find that server.

That is the dumbest answer ever given in the history of dumb answers. It matters zero % that the device is primarily used for "internet streaming". You are selling devices that are litterally wireless & wire capable but locking them down so the end user can not stream their local media via your device when no active internet connection is available. Unacceptable and no reason for it other than a developer doesn't want to change a setting within the TV's OS ! Funny thing is after initial setup and connection to a wifi router with an active internet connection you can continue to use the device as long as you do not power off the device from the wall socket or disconnect it from your router. FIX THIS NOW!

Now go back and read the responses from others like myself. 
you can stream local content. You just have to work around the problem that the main page cannot load new apps. And cannot connect to the internet. 

I am using my Roku right this minute to stream content from my Plex server without internet using the local Wi-Fi device I installed, using the offline mode on the Plex app.

Regrets, that is not in fact true of the Roku embedded tV I have or the orther "updated/modern" roku device I have.  If the internet goes off line for more than 4 hours (and they cant check in), or they are restarted/rebooted... Nothing, nada, nyet.  It wont do anyting. No manual internet setup, not override, no nothing.   "NO Internet.  Please set up internet first"  IT SUCKS!!! 

This despite the fact that I have "offline" apps installed in the menu.  No access to anything.

I found out that the ONLY the old Roku mini (2.4G) does NOT have this problem.  It cannot update to the "New" system, but if the internet goes off line, (like it did for 4 days) I can still select apps to use.  The internet based ones (YT, Pluto) just throw an error, but still load with no content.

The Old Roku is now my favorite Roku.

And why the #$%@ is there MFA on this board... how ridiciulous.

Why should I have to switch from jellyfin to plex to work around a problem with the roku? Roku should NOT require an internet connection.  If they keep it up,  they will lose a lot of customers.

Thanks for reaching out. Just a heads up, connecting your Roku device to a Wi-Fi network is crucial for accessing all its features and content. If your Roku device does not have an active network connection, the only function available will be streaming live TV through an antenna.

DO NOT DO THIS:

Reset Network Connection:

1. Press Home on your Roku remote.
2. Scroll and select Settings.
3. Select Advanced system settings.
4. Select Network connection reset.
5. Select Reset connection.

All it does is clear your saved networks and credentials and forces you to re-input the passwords again using their <expletive deleted> non-qwerty onscreen keyboard (maybe voice command if you're lucky).  IT DOES NOT help in any way if you still don't have internet.

...which is the whole point of this thread - we want to be able to access our own local content via apps like Jellyfin when we do not have an internet connection.  Not rocket science, and something we should be able to do without this ridiculous Roku-imposed restriction - there is no other reason.
