Just as a point of reference: "casting" generally refers to remote control, whereas "mirroring" refers to remote display.
Also not sure what a "Roku 150 stick" is (what model #) or what "MS Display Adapter_44" is (a Microsoft Wireless Display Adapter?)
The HDMI port shouldnt matter - it all comes down to the wireless/WiFi configuration/situation. From your description, it sounds like there is wireless interference.
Some recommendations:
1) Make sure your laptop's wireless NIC driver is updated
2) Make sure the Roku is on the latest firmware (should be 9.4.0-4200 for most models)
3) Restart all devices (laptop, Roku, router, other WiFi devices)
4) Use 5Ghz instead of 2.4Ghz for both the Roku and laptop (Depending on what model # your Roku is and your laptop's NIC 5Ghz support)
5) Switch 2.4Ghz to a different channel - enable/disable channel bonding or change the bandwidth - disable legacy "b" support
6) Switch 5Ghz to a different channel - enable/disable channel bonding or change the bandwidth - disable legacy "a" support
7) Disconnect/power off other WiFi using devices (to eliminate interference/lack of bandwidth)
