Can’t connect to chromecast

I can’t stream movies on my flatscreen with my chromecast device and my phone and my TV are both connected to the same WiFi address the little screen that should pop up for me to connect it isn’t showing up it should work with the roku app

It sounds like you are trying to cast movies/shows from The Roku Channel app or the Roku Remote app (not clear which one, assuming The Roku Channel) to your Chromecast device (unknown model).

The TRC mobile app doesnt support casting (directly).

You'll need to use your phone's mirroring functionality (or Google Home/other casting/mirroring app) to mirror it.
