Best Buy open box tv came without a remote, power cord, or screws for the legs. Just two legs and a tv. Can I purchase a Roku remote and set the tv up myself? When I try to download a Roku phone app, it says the tv has to be connected to the home wifi before I can do anything

A lot of universal remotes support Roku TVs.  You can also buy the Roku simple remote for TVs or one of the voice remotes.  You can't use the app as a remote until the TV is connected to your network and the only way to get it connected is with a physical remote.
