Specific help with getting audio working on Roku remote

I've read so many posts about this but can't get over the hump of "Set up remote for TV control." I have a RC833 remote and a Streaming Stick 4K (#382OR2). Whether I try CEC setup or IR setup, it doesn't work. In the process, I agree that I have a Samsung TV, and start in on the Yes, music is playing routine. The music never stops. The music keeps playing no matter how many TV Codes it runs through. Is there something I'm missing?

I have a new Wifi setup - just dumped the Xfinity package and went internet only with them. The Samsung is connected to a Yamaha receiver via Digital Audio Out (Optical). Roku remote is working fine and does control TV On/Off. But I never tried programming the volume and can't seem to get it right now.
