Roku Remotes need to control both TV and Soundbar

Roku Remotes need to control both TV and Soundbar via IR control.  I know that the remotes will attempt control of soundbar power and volume via TV CEC/ARC communication with soundbar but my experience working with multiple entertainment systems using multiple brands of TVs over the years is that CEC is very unreliable.  It is flaky - it works intermittently, constantly have to cycle power, etc.   I know Roku will say that it is a problem with the TV and/or soundbar - which may be correct - but Roku could help work around the problem by simply adding IR to control the soundbar directly thus eliminating the need to mess with CEC.   Competitors products do this and even the cheapest universal remotes do this.   Given the high cost of replacement remotes for the Roku ($20) seems like a minor feature that would make their products a lot more attractive.
