Purchase roku tv in the us and use it in mexico

Hi can I purchase a roku TV in the US but actualy ship and connect using my us account and watch movies and shows in Mexico?

Not likely.  This "community" is full of posts where people have problems traced back to trying to use a device in a different region than the one the Roku account is associated with.
