Sanyo tv brand, Roku remote, attempting to pair it with Roku express. Possible?

Assuming this is not a Voice Remote (one with a microphone button on which you can issue commands via voice)...

Roku TVs use a different set of IR (infrared) controls than separate Roku devices do.   Their remotes are not interchangeable.
