I've contacted ruko support about a month ago about my TV not staying connected on the Wi-Fi to update and I was told it's happening to everyone and they will fix it and lmk when it's done but I never got reached back and now my TV is bugged and is stuck on a blank home screen not allowing me to do or see anything.. I don't know what to do am I allowed to request a new TV because this is ridiculous.
It suggests a more serious software or hardware failure. First, attempt a factory reset using the physical reset button on the back or bottom of your TV. Use a paperclip to press and hold the button for about 20 seconds while the TV is powered on.
This might restore the system to a usable state. If that doesn’t help, try a power cycle by unplugging the TV from the wall, waiting for 30 seconds, and plugging it back in. This can sometimes resolve temporary glitches. If the TV becomes responsive again, go to Settings > System > Software Update and check for updates manually.
Also, make sure your TV is within range of your router and not experiencing signal interference, just in case the Wi-Fi issue is contributing to the problem.
That brand of TV is owned by Walmart and not Roku. You would need to reach out to Onn support directly to see about warranty/replacement/technical issues. Support | onn.
Onn is Walmart's in-house brand, you'd have to contact them for a replacement.
Unless it's under warranty, you're out of luck. They have a standard limited 1 year warranty that covers certain defects which they may or may not deem this as.
On this note, TV/Roku combos are not a good investment, keep your devices separate so when one fails, they don't both fail.
For the blank screen on the Onn and Onn RokuTVs, initially try the following.
1. Remove everything from all the inputs. (can leave the antenna connected).
2. Unplug the TV from the wall outlet.
3. Press and hold in the power button for a minimum of 30 seconds. (longer is fine). The power button is normally on the bottom/underside center of TV. This should discharge the capacitor.
4. Plug the TV back in and press the power button on the TV and see if now loads.

If the above works, then just plug one thing at a time into the input ports and reboot the tv before placing another.
if the above does not work, then may be dealing with a blown/failing capacitor, a board issue (likely power board), or a backlight issue. (though you should be getting a flashing led indicating a code).
