Is there a Roku device with these features?

Is there a Roku device that has wireless input and output and can be powered with some sort of 5v to 12v power block- preferably with a usb input? Is there one with those features and low latency bluetooth output? 

I want to use a tablet with a Roku device where there is a wireless signal but no wall plug nearby.

I don't know of any streaming player that has wireless output built in. There are wireless HDMI extenders, but that means you need an HDMI port at both ends, and your tablet isn't going to have an HDMI input. If it did, you could simply connect the Roku directly and skip all the wireless nonsense. 

Not certain what you mean by wireless input, but all Roku devices have WiFi for the network connection, and most players comes with a WiFi Direct remote. A Roku player only needs two wired connections: power and HDMI out. 

Some Roku players are powered by a USB cable, so any USB power source could run them. The question might be how long your battery would last, and there's no good way to answer that without simply trying it. The size of your battery will be the determining factor there.

Some Roku players now have Bluetooth audio out, but that won't take care of the video signal. For that you must have a display with an HDMI port.

There is no way to connect a Roku to a tablet for viewing. Tablets don't have video inputs, and I can't think of any that have audio inputs either. Wired or wireless.
