I recently reset my TLC tv and when I tried to set it up again I am only able to turn the tv off by the remote. I can’t connect to the tv by the Roku app and the volume buttons on the TV are the only ones that work.
How do I set up my tv when the TV isn’t wanting me to set it up?

It seems like you're having an issue with your remote. Try repairing it or put in some fresh batteries then try again and see if that helps.
