Extremely low frame rate all of a sudden on Philips Roku TV

I've had the TV for about 4 years, no issues until yesterday. Video appears to be pausing every other second. This is happening while streaming, using external devices (like dvd player), and even browsing the menu. No issues with audio. Pulled up the frame rate overlay and it shows that it's running between .8 and 1 fps? Anyone know what would cause this? No change after factory reset, thinking it must be some sort of hardware malfunction?

Model number is 32PFL4664/F7
