Console has a delayed part of the screen in Game mode

Hi I have a 2018 TV that has a delayed line in Game Mode. The top of the screen seems to be stuck in movie mode and the size of the delayed part changes a bit every time. I have my OG Xbox connected to an HDMI adapter going to the TV directly. The bar is still present going through my A/V receiver and using other HDMI Ports.
I've tried the various HDMI modes for compatibility and even tried the color modes. The adapter works fine on other TVs. Even tried it on my dad's smart TV.

Any advise would be great.
