repeated HDCP error every time device starts

I have tried all recommended troubleshooting methods including resetting to factory defaults and even changing HDMI cables, still getting the HDCP error, every time I start the device.
 
Any help in this regard is highly appreciated.

I'd hold off on the factory resets for now. Maybe later, but those should always be a last resort.

You changed HDMI cables. Did you change HDMI ports?

And what do you mean "start the device?"

Which Roku device do you have? Model number and OS version/build may be helpful. Settings > System > About

I did not change HDMI ports. the device details are as following,

Model #3941X-Roku Express 4K

OS: 11.0.0.build 4193-CR

@vel2022, if that device has the "power saving" option under Settings->System->Power try disabling it.

Thanks for the suggestion, it seems the error is still recurring. 
One thing I am testing right now is the sequence of powering on the devices. If Roku is turned on first, then the probability of getting HDCP error is higher than, if turning on Roku at the end of all device start.
 
So far working, but still testing to make sure if that is the fix.

When you get that error, does it clear if you change your tv to a different input (tuner, different HDMI port) and back?
