Roku itself doesn't do the actual captioning. If the content contains captions, it will display it, if it meets standards. But then so do all the major streaming devices.
If the content provider doesn't provide the captions, neither Roku or any platform will display them. They must originate at the source (the content provider) not the destination (whether Roku, Fire TV, Apple TV, Google/Android TV).
