I recently had to reinstall the Streaming Stick+ on my LG TV.
Before it worked fine but now whenever the TV is turned on, the bouncing ROKU appears for a long time, then the screen goes black and finally the Roku menu appears. It works fine after that. It used to boot up instantly.
I have tried different HDMI ports and a factory reset but it did not fix it.
Is this an indication that the ROKU hardware is failing, or does it point to something wrong with the TV USB port?

If you plug it into to the USB/AC power supply instead of the TV, then it won't get shut down when the TV is turned off. Then it will be instantly available.
I'll try that. That would indicate there is something wrong with the USB port on my TV. It always kept it powered it on before.
I've never seen a Roku streamer that "boots instantly" - they always have to do the standard boot process (check internal hardware/software, detect/check connected devices/configuration etc), which depending on model, connected device/configuration, and # of apps, takes between 15-30 seconds (changes in firmware, connected device, and configuration can/do affect boot time to Home)
The only way it can "boot instantly" is if its already booted - which requires it be independently powered from the TV/AVR - if you are using a TV/AVR's USB port, that is rarely going to be the case (almost always, the USB port powers on with the TV on, and off with the TV off).
If you want the Roku to be "instantly available", then you need to have it powered by an always on USB connection (e.g. via the wall adapter).
With an LG TV, its possible you enabled its "Quick Start+" setting, which makes the TV itself come instantly on, revealing the boot process of the SS+,whereas otherwise the TV itself has a longer boot process (masking the SS+'s boot process powered by one of its USB ports).

I tried it with the LG QuickStart feature both on and off and it made no difference.
The only thing that makes a difference is not using the USB port on the TV.
The TV USB port has power. I'm thinking it does not have a enough power because it has a short.
It's not that I want instant on, I just want it to work as before. It didn't have the bouncing logo before except when updating.
Do you mean that you were manually updating it? I haven't seen a bouncing logo in a VERY long time. (When I first plugged it in, I guess.) Rokus are supposed to update when they are not being used.
No, I mean when it restarted. I guess I was assuming it was restarting because of an update.
I rarely saw the bouncing Roku before. Now it does it every time when the USB port on the TV is used.
There's only 1 USB port.
If there's a USB setting on the TV, I can't find it.
Funny thing is the port works, I tried it with my phone, and it was charging. I guess just not enough power. If the output power is too low, perhaps it causes that phenomenon.
I'm thinking the board on the TV is shorting out.
