Roku remote will not work without plugging in the Roku unit attached to the TV that also plugs into HDMI 2 on the TV via a cable. When plugging in to a laptop computer there is a blinking blue light. When turning on the TV pressing the remote it displays a solid blue light and the TV screen shows the APPS or I can just press Hulu for example on the remote and it brings me to the Hulu APP to sign in to. If I unplug the laptop the TV screen goes black and just HDMI 2 is in white on the lower right corner of the TV. How do I fix this so I don't have to have a laptop attached? Is there a software issue I need to address?

It's not clear, but it sounds like you're using the laptop's USB port to supply power to your Roku. Use the supplied USB power adapter or one from a phone or tablet.
