roku app won't activate on firestick

Have a few existing roku tvs and went to activate the roku app on a firestick (non-roku tv) and it won't activate, I get the error "The linking code you entered is not valid. Please check the code displayed on your TV and try again". I've generated a new activation code several times but get the same result each time.
