Will the Premier see a hot spot? I have a new ROKU and it is not seeing my T-Mobile hotspot

That depends on your hot spot.  The Premier has a single band wifi that only operates in the 2.4 GHz wifi band.

The hot spot on my Samsung S9+, for instance, only operates in the 5 GHz wifi band.  A Premiere would never even know it was there.
