I received email link to activate and completed the process on the computer, but it did not activate my TV. It is listed in my account as linked.
I only have one suggestion left. Some users have been successful using a phone hotspot, and then once setup completes it works fine on the home network. Can't hurt to try. It doesn't make sense, but it's worked for many users.
Is your TV still in the setup mode? Or can you see the main home screen? If the latter, then it's linked and activated. But individual channels might still require a login or authentication.
It is still in the set up mode asking to enter an email to get an activation link.
OK, since it's showing as linked on the web site, I would probably try power cycling the Roku (unplug it) and see if it comes up complete or is still on the setup screen. If the latter, try submitting your Roku email address again and see if that completes the process.
Thanks. I already tried that and am back to a factory reset as it was stuck it the set up screen and could not go back to the main menu to watch cable TV. Now it is trying to update the software again. It says it cannot reach my email. Getting a code does not work. It took me 3 email addresses to get the activation link. So frustrating as it took me months to get this far with it as it would not do the software update before.

Amazingly enough, that did work! So odd, but it works! Thank you so much!!
It makes no sense at all, but so glad it was successful for you. 😄
