I just got the streambar 9102R

and while setting it up, after connecting to WiFi, it goes to update, and is stuck on a loop.

I’ve factory reset it a few times but it does nothing. And my wifi is good.

My roku 3 before this was fine. But then again it had Ethernet set up and this doesn’t.

Once reset does have you re-pair the wifi remote, set the language and then enter the internet credentials? If not, it wasn't factory reset, you have to have it powered, and press the reset button for at least 30 seconds.

Yes, it was a proper factory reset.

Had to select language and wifi.

Try using different internet source, instead try signing in using outspot on your cellphone? Then once activated switch back to your main internet.

I read about that as a solution but I don't have hotspot available on my cell plan.

I would have to buy it, and I'd prefer not to have to change my cell plan and spend more money just to get roku to work..

Take it to friend or neighbor place? Just until its activated.
