Bought a new Roku Express 4K. Asks me to connect to my network. Signal strength is excellent. Goes to update server and keeps getting error 003. Have tried resetting and factory reset but still having same issue

Try restarting your modem/router/gateway.
Otherwise, use your phone as a WiFi HotSpot, connect to its SSID and update, then connect it back to your modem/router/gateway SSID.
(this model also supports USB ethernet adapters, so thats an alternative as well)

You used your phone as a WiFi HotSpot and connected your Roku to it?
Or connected a USB ethernet adapter to your Roku?
Its not clear what "all of that" you tried.
Used my hotspot. Unfortunately I don’t have a USB Ethernet at the moment. I bought two of these and one setup without any issues. I may try bringing it back to the store
