Roku will not activate and asks for a code

asks for a code that should be displayed on Tv but NOTHING

Roku hasn't used codes to link devices in quite a while, so what is asking for a code?  What is displayed on your TV?  Is this a Roku TV or a Roku device connected to a TV?
