It's always helpful to give the model number written on the device.
Try a factory reset. Find the reset button that may be behind a pinhole requiring a paperclip or something similar to depress the button. With the power connected press and hold the button for no less than 30 seconds.

If it's a device that uses a USB power adapter make sure you're using the supplied power adapter and not your TV's USB port.
