Roku just keeps repeating setup

My Roku Ultra will not get past the check for updates. I say English then connect to the wireless and then it check for updates and restarts. Upon restart it goes back to pick language and connect to wifi. This is an endless loop.

The only suggestion I have is to connect to your phone's hotspot just to get through the initial check for updates.
