ROKU Express 4k+ step 4 of set up.

 ROKU Express 4k+ Set up screen does not come up. Only regular TV programs. Player flashes blue.

It sounds like you haven't switched your TV to the proper input using the TV's remote.  If that's not it, give us more details about what's going on.
