If you're expecting the Setup and Activation screens, does that mean you just got this device? Did you buy it second-hand? If not, from where?
If you're expecting a brand new Roku, and it goes directly to the Home screen, that's not a brand new Roku. You may want to focus on that.
If, however, you bought this second-hand -- eBay, trunk of someone's car, etc -- then you'll want to do a Factory Reset. While plugged in, hold down the Reset button for no less than 30 seconds. That's important. Then see what happens.
Even if it starts working now, I'd be wary, and expecting to have to replace it soon, if second-hand.
