If you're using the TV's USB port to power the Express, try a USB power adapter plugged into the wall that can supply at least 1 Amp (1000mA).
Have it plugged into an adapter already, appreciate the advice though
You might want to try another one and/or a different USB cable. That kind of problem is usually power related. The only other thing I can think of is to try connecting to your phone's hotspot (if possible) just to get through the initial update.
