Unless an issue is causing a need to Factory Reset a Roku device, you should only have to setup and activate a Roku device once.
However, I do have some channels/apps that do require me to signin/login again when they issue an update. (not all of them).
If you are finding that the Roku device is continually at the "Welcome - Let's Get Started" page, it is usually a sign of a failing/failed device. I would first try replacing the power adapter, and using a power adapter at the wall if currently using the TV's USB port for power. (try using a cell phone charging adapter 5volts, 1amp). An underpowered device can cause a few different issues.
Depending on age of device (under a year old), may qualify for a replacement.
