If you got the Roku Express, it came with an IR remote. You don't pair those. And they won't control the TV.
If you have the Roku Simple Remote that came with the Express, it should be putting out IR signals when you press buttons. You can actually see that if you look at the end of the remote with your cell phone camera. You may need to be looking directly down onto the end of the remote, but you should see the lights when press a button on the remote.
