I bought a new Roku Express, did exactly what the instructions say and I can’t even get passed the “Bouncing Roku” screen. The light on the model is solid. I held the reset button, same thing happened. I’m so lost!
Are you using the supplied power adapter and not your TV's USB port?
In addition to what @renojim said, when you held the RESET button to start over, you did have power applied, right? And you held it for at least 30 seconds (some instructions say 10 seconds, but it's 30)?
