In general a phone hotspot can be used as a WiFi connection for a Roku TV but your cell provider may place some limitations:
- It may limit the amount of bandwidth you may use over the hotspot in a month.
- It may limit you to a reduced download speed, especially during periods of heavy use on their system or when you exceed your bandwidth limits.
- It may limit the screen resolution.
