I don't think AT&T is one of the carriers that offer that. They do offer WiFi VPNs and some business account VPNs, but regular home cellular doesn't run through VPN to my understanding.
All that to say I think my suggestion was wrong.
But now it's troubleshooting time.
Using your cellular connections, check your IP address and see if it comes up locally. If you're in, say, Florida and the IP address is, say, Minnesota, then yeah, it's probably using a VPN. But if it's a nearby city, then likely not.
