I'd like to know how to link my Roku Express with the Roku app for Android using my phone hotspot. I've gotten the Roku Express onto my hotspot, but the app will not connect. It just tells me that I am not on a WiFi network and it won't find the device.

Any help here would be most appreciated, especially since I can't get the app to recognize the Roku device on my house WiFi.
Your Express (assuming it's not a newish Express 4K model) only works with the 2.4 GHz wifi band. If your wifi hotspot is configured to use the 5 GHz wifi band it won't find your Express. Reconfigure the hotspot to use the 2.4 GHz band.

The issue is using the phone that has the hotspot. I can link if using another device using the hotspot with the Roku Express. I don't really want to use a 2nd Android device just to link to the Roku. I want to use the same device that has the hotspot.
