How do I block devices from streaming on my Roku with their phone like how can I take devices off from controlling my tv with their phone

You can't block devices via the app. You can control it on the Roku by either requiring approval for an app to stream to your Roku, and you can simply block access for all devices. If you have it set on Prompt, you can either grant one time permission, Always allow, Block or always block. 

You can find these settings in the Settings/System/Screen Mirroring menu.
