You have only been provided with the facts. It doesn't matter if the app worked just fine on different platforms. It's not the same app, even it if looks identical. Hulu broke it, and today they fixed it.

It is immaterial that it works on a different device. Roku devices use a completely different operating system, and the apps are written in a completely different programming language. You can't compare app functionality across platforms. This is true for any app on any device. If it's an Android device, then the app is likely near identical on different brands. But Roku isn't an Android device. It isn't strictly a Linux device either, although it is based on the Linux kernel. Roku devices will only run an app (channel) that is developed specifically for it, and no other device can run the same app. The app on different platforms may look and work the same, but under the skin they are completely different.
It's because you need to update the app on your roku device from the dashboard by clicking the star button while your on the Hulu app. I did this and the problem is gone!!!!!!!
Click * key when Hulu app is illuminated, click update, it will resolve the issue.

I can't rewind or fast forward on other apps either, for example Peacock. I could a few days ago but not anymore. Now using firestick with no problem.
For me it happens on Peacock, Hulu, Netflix, Discovery Plus etc. It started a couple of days ago. It's a Roku issue, not the apps. When I use firestick I can fast forward rewind etc.
