The TVs aren't from Roku. They are from TCL, Sharp, Insignia, or some other manufacturer. They are labeled Roku TV because they use the Roku operating system.
When Roku rolls out their firmware updates, they do so cautiously over some period of time. They are not released to the world at the same time. If something really bad happens with a rollout, they can pause it before causing world-wide issues. I've seen it take up to three months for all devices to receive an update. But they do seem to be picking up the pace for OS 9.4, indicating that there doesn't appear to be major show stoppers in it. As to when you'll get it, Roku never publicly acknowledges their roll out schedule.
