Not sure you are even posting in the correct forum (you may have intended this for the developer forum).
Also not sure what tool/process you are using to "see" the Roku devices, but if doing a UPnP/SSDP scan you should see two services for each Roku (and is entirely normal): one using ECP, one using DIAL.
